
About the District
Summary of Districts 1, 2, and 3:
District No. 1
Purpose: Functions as the operating district to coordinate the operation and maintenance of Public Improvements for industrial and commercial properties. It will oversee safety protection services, traffic and safety controls, security services, and the dual-service railroad infrastructure extension to Fort Carson.
Mill Levy:
Maximum Debt Service Mill Levy: 50 mills (subject to Assessment Rate Adjustment).
Maximum Operational Mill Levy: 15 mills (subject to Assessment Rate Adjustment).
Maximum Combined Mill Levy: 65 mills (inclusive of debt and operational mill levies).
District No. 2
Purpose: Contains industrial and commercial property development to generate revenue for financing Public Improvements and covering operations and maintenance costs.
Mill Levy:
Maximum Debt Service Mill Levy: 50 mills (subject to Assessment Rate Adjustment).
Maximum Operational Mill Levy: 15 mills (subject to Assessment Rate Adjustment).
Maximum Combined Mill Levy: 65 mills (inclusive of debt and operational mill levies).

Purpose: Similar to District No. 2, it contains industrial and commercial property development to generate revenue for financing Public Improvements and covering operations and maintenance costs.
