About the District

Haven Valley Metropolitan District is a Title 32 special district formed to finance, construct, and maintain public infrastructure for a 98‑home residential development on roughly 13 acres in El Paso County. Its purpose is to build and operate essential improvements; roads, water and sewer lines, drainage facilities, parks and open space, trails, landscaping, trash service, and certain optional services such as covenant enforcement, mosquito control, and security; while ultimately owning and maintaining streets, sidewalks, a detention pond, and community amenities. The District is authorized for up to $9 million in debt, funded primarily through a maximum 60‑mill property tax levy (50 mills for debt service and 10 mills for operations, subject to assessment‑rate adjustments), along with per‑lot facility fees collected at plat and building‑permit stages. Its service plan emphasizes providing economical, sufficient services where existing providers are inadequate, with County‑imposed conditions limiting mill levies, debt, eminent domain use, and future sub‑district creation.
